<P><BR>1. These Directions have been formulated by the Government Information Office (hereinafter referred to as “the GIO”) to implement the provisions of Articles 3, 4, 8 and 10 of the Regulations Governing the Provision of Incentives and Guidance to the Motion Picture Industry and Industry Workers, and other items on providing guidance to the motion picture industry and industry professionals participating in international film festivals listed in the GIO’s budget proposal.
<P><BR>2. The four groups of international film festivals referred to in these Directions are as follows:<BR>（1） Group A international film festivals: Cannes International Film Festival, Venice International Film Festival, Berlin International Film Festival, and the Academy Awards.<BR>（2） Group B international film festivals: New York Film Festival, Sundance Film Festival, Toronto International Film Festival, International Film Festival Rotterdam, International Documentary Film Festival Amsterdam, Locarno International Film Festival, San Sebastian International Film Festival, Tokyo International Film Festival, Yamagata International Documentary Film Festival, Pusan International Film Festival, Annecy International Animated Film Festival, Karlovy Vary International Film Festival, Moscow International Film Festival, Sao Paulo International Film Festival, International Rome Film Festival, Thessaloniki International Film Festival, SIGGRAPH, and Tribeca Film Festival.<BR>（3） Group C international film festivals: San Francisco International Film Festival, Sydney Film Festival, Melbourne International Film Festival, Vancouver International Film Festival, Edinburgh International Film Festival, Torino Film Festival, Montreal World Film Festival, Times BFI London Film Festival, International Film Festival of India, G&ouml;teborg International Film Festival, Shanghai International Film Festival, International Film Festival Mannheim-Heidelberg, Nantes Festival of the Three Continents, Chicago International Film Festival, Singapore International Film Festival, Flanders International Film Festival, Clermont-Ferrand International Short Film Festival, Haifa International Film Festival, Asian Film Awards, and Hong Kong International Film Festival.<BR>（4） Group D international film festivals: Fukuoka International Film Festival, Margaret Mead Film and Video Festival, Seattle International Film Festival, Hawaii International Film Festival, San Francisco International LGBT Film Festival, Festival International du Film Ind&eacute;pendant, Filmfest Hamburg, Fribourg International Film Festival, Creteil International Women’s Film Festival, Vienna International Film Festival, Asia-Pacific Film Festival, Jeonju International Film Festival, AFI Fest, Marseille International Documentary Film Festival, Durban International Film Festival, Bangkok International Film Festival, Buenos Aires International Independent Film Festival, Visions du R&eacute;el, Phuket Film Festival, Jerusalem Film Festival, Doc Aviv, Adelaide Film Festival, Brussels International Fantastic Film Festival, Titanic International Film Festival, International Leipzig Festival for Documentary and Animated Film, Films from the South Festival, International Film Festival of the Art of Cinematography Plus Camerimage, SilverDocs, and Toronto Reel Asian International Film Festival.
<P><BR>3. For domestically produced motion pictures participating in Group A international film festivals that represent the Republic of China (Taiwan) either independently or through selection by the GIO, and that are shortlisted for or win an award, cash prizes shall be awarded in accordance with the following specifications:<BR>（1） For winners of any one of the following awards, two cash prizes of NT$10 million shall be awarded, one to the relevant production company, which shall be based in the Republic of China (ROC), and the other to the director in possession of a valid ROC identification card as well as a director registration certificate: the Golden Palm for best film at the Cannes International Film Festival, the Golden Lion for best film at the Venice International Film Festival, the Golden Bear for best motion picture at the Berlin International Film Festival, and the Academy Awards for best foreign-language film or best picture.<BR>（2） For winners of the director award in the competition section for feature films at any one of the following events, a cash prize of NT$10 million shall be awarded: the Cannes International Film Festival, the Venice International Film Festival, the Berlin International Film Festival and the Academy Awards.<BR>（3） For winners of any one of the following awards, a cash prize of NT$5 million shall be awarded: the Grand Prix at the Cannes International Film Festival, the Jury Special Prize at the Venice International Film Festival and the Jury Grand Prix at the Berlin International Film Festival. <BR>（4） For winners of the Prix du Jury at the Cannes International Film Festival, a cash prize of NT$3 million shall be awarded.<BR>（5） For winners of any one of the following awards, a cash prize of NT$3 million shall be awarded: the Golden Palm for best short film at the Cannes International Film Festival, the Corto Cortissimo Lion for best short film at the Venice International Film Festival, the Golden Bear for best short film at the Berlin International Film Festival, and the Academy Awards for best animated short film, best documentary short subject and best live action short film.<BR>（6） For films shortlisted in competition sections, a cash prize of NT$1 million shall be awarded.<BR>（7） For films shortlisted in sections other than those related to directing, film industry professionals, lifetime achievements and country-specific cinema, and that are recognized by the GIO, a cash prize of NT$200,000 shall be awarded.<BR>（8） For winners of best actor, best actress, best screenplay or technical achievement awards, a cash prize of NT$2 million shall be awarded.<BR>（9） For winners of an award in a category other than those listed in the preceding eight subparagraphs that are announced by the organizer of a film festival on its Web site or for which the organizer issues a certificate, a cash prize of NT$1.5 million shall be awarded following recognition of the award by the GIO; in the case of a short film, the cash prize shall be reduced by half.<BR><BR><BR>The “technical achievement awards” referred to in Subparagraph 8 of the preceding paragraph means awards given to professionals with job titles listed in the artistic and technical categories in Appendix V to Article 15, Paragraph 1 of the Enforcement Rules of the Motion Picture Act.<BR><BR><BR>The cash prizes referred to in Paragraph 1, Subparagraphs 3 through 7 and Subparagraph 9 shall be awarded to applicants whose applications have been submitted in accordance with Article 7, Paragraph 2 and approved by the GIO. To be eligible to receive the cash prizes referred to in Subparagraphs 2 and 8, winners shall be in possession of a valid ROC identification card and a relevant ROC motion picture industry worker registration certificate. <BR>In the event that there is more than one recipient of a cash prize referred to in the preceding paragraph, the parties shall negotiate between themselves the ratio by which the cash prize is to be shared.
<P><BR>4. For domestically produced motion pictures participating in Group B international film festivals that represent the Republic of China independently or through selection by the GIO, and that win an award, cash prizes shall be awarded in accordance with the following specifications:<BR>（1） Films that win top awards in competition sections shall receive a cash prize of NT$1 million following recognition of the award by the GIO.<BR>（2） Winners of jury or individual awards in competition sections shall receive a cash prize of NT$500,000 following recognition of the award by the GIO.<BR>（3） For winners of an award in a category other than those listed in the preceding two subparagraphs that are announced by the organizer of a film festival on its Web site or for which the organizer issues a certificate, a cash prize of NT$200,000 shall be awarded following recognition of the award by the GIO.<BR>In the event that an award referred to in Subparagraphs 1 and 3 of the preceding paragraph is won by a short film, the cash prize shall be reduced by half.<BR>The cash prizes referred to in Subparagraphs 1 and 3 of Paragraph 1 shall be awarded to applicants whose applications have been submitted in accordance with Article 8, Paragraph 1 and approved of by the GIO. To be eligible to receive the cash prize referred to in Subparagraph 2 of the same paragraph, winners shall be in possession of a valid ROC identification card and a relevant ROC motion picture industry worker registration certificate.<BR>In the event that there is more than one recipient of the cash prize referred to in the preceding paragraph, the parties shall negotiate between themselves the ratio by which the cash prize is to be shared.
<P><BR>5. For domestically produced motion pictures participating in Group C international film festivals that represent the ROC either independently or through selection by the GIO, and that win an award, a cash prize shall be awarded in accordance with the following specifications:<BR>（1） Films that win top awards in competition sections shall receive a cash prize of NT$200,000 following recognition of the award by the GIO.<BR>（2） For winners of an award in a category other than those listed in the preceding subparagraph that are announced by the organizer of a film festival on its Web site or for which the organizer issues a certificate, a cash prize of NT$100,000 shall be awarded following recognition of the award by the GIO.<BR>In the event that an award referred to in the two subparagraphs of the preceding paragraph is won by a short film, the cash prize shall be reduced by half.<BR>The cash prizes referred to in Paragraph 1 shall be awarded to applicants whose applications have been submitted in accordance with Article 8, Paragraph 1 and approved of by the GIO.<BR><BR><BR>In the event that there is more than one recipient of the cash prize referred to in the preceding paragraph, the parties shall negotiate between themselves the ratio by which the cash prize is to be shared.
<P><BR>6. For domestically produced motion pictures participating in Group D international film festivals that represent the ROC either independently or through selection by the GIO, and that win an award, a cash prize shall be awarded in accordance with the following specifications:<BR>（1） Films that win top awards in competition sections shall receive a cash prize of NT$100,000 following recognition of the award by the GIO.<BR>（2） For winners of an award in a category other than those listed in the preceding subparagraph that are announced by the organizer of a film festival on its Web site or for which the organizer issues a certificate, a cash prize of NT$50,000 shall be awarded following recognition of the award by the GIO.<BR>In the event that an award referred to in the two subparagraphs of the preceding paragraph is won by a short film, the cash prize shall be reduced by half.<BR>The cash prizes referred to in Paragraph 1 shall be awarded to applicants whose applications have been submitted in accordance with Article 8, Paragraph 1 and approved of by the GIO.<BR>In the event that there is more than one recipient of the cash prize referred to in the preceding paragraph, the parties shall negotiate between themselves the ratio by which the prize is to be shared. 
<P><BR>7. Applications for cash prizes listed in Article 3, Paragraph 1, Subparagraphs 1, 2 and 8 shall be submitted to the GIO by the relevant ROC motion picture production enterprise within 30 days of winning an award. Applications submitted after the deadline, or those submitted with incomplete supporting documents followed by a failure to submit all the relevant documents within a specified period of time after being notified once by the GIO, shall be rejected. The following documents shall be submitted along with applications:<BR>（1） An application form and, for applicants to whom the provisions of Article 3, Paragraph 4 apply, an agreement on cash prize distribution;<BR>（2） A photocopy of the award certificate from the relevant film festival organizer;<BR>（3） A photocopy of materials proving participation under the name of the ROC in the relevant film festival;<BR>（4） A photocopy of the screening license issued in accordance with the Motion Picture Act; and<BR>（5） When applying for cash prizes for individual-award winners, a letter of proxy from the award winner, a photocopy of both sides of the award winner’s ROC identification card and a photocopy of the award winner’s ROC motion picture industry worker registration certificate.<BR><BR><BR>Applications for cash prizes listed in Article 3, Paragraph 1, Subparagraphs 3 through 7 and Subparagraph 9 shall be submitted, with the documents prescribed in Subparagraphs 1 through 4 of the preceding paragraph, to the GIO by the relevant ROC motion picture production enterprise within 30 days of winning an award. For motion pictures produced without the involvement of a motion picture production enterprise, the ROC applicant listed in the relevant screening license shall submit the application to the GIO within 30 days of winning an award. Applications submitted after the deadline, or those submitted with incomplete supporting documents followed by a failure to submit all the relevant documents within a specified period of time after being notified once by the GIO, shall be rejected. The following documents shall be submitted along with applications:<BR>（1） Documents listed in Subparagraphs 1 through 4 of the preceding paragraph and<BR>（2） A photocopy of both sides of the applicant’s ROC identification card and a photocopy of the award winner’s ROC motion picture industry worker registration certificate.
<P><BR>8. Applications for cash prizes listed in Article 4, Paragraph 1, Subparagraphs 1 and 3; Article 5, Paragraph 1; and Article 6, Paragraph 1 shall be submitted to the GIO by the relevant ROC motion picture production enterprise within 30 days of winning an award. For motion pictures produced without the involvement of a motion picture production enterprise, the ROC applicant listed in the relevant screening license shall submit the application to the GIO within 30 days of winning an award. Applications submitted after the deadline, or those submitted with incomplete supporting documents followed by a failure to submit all the relevant documents within a specified period of time after being notified once by the GIO, shall be rejected. The following documents shall be submitted along with applications:<BR>（1） An application form;<BR>（2） A photocopy of the award certificate from the relevant film festival organizer;<BR>（3） A photocopy of materials proving participation under the name of the ROC in the relevant film festival;<BR>（4） A photocopy of the screening license issued in accordance with the Motion Picture Act; and<BR>（5） If the application is submitted by an ROC applicant listed in the screening license, a photocopy of both sides of the applicant’s ROC identification card and a photocopy of the applicant’s ROC motion picture industry worker registration certificate.<BR><BR><BR>Applications for cash prizes listed in Article 4, Paragraph 1, Subparagraph 2 shall be submitted to the GIO by the relevant ROC motion picture production enterprise within 30 days of winning an award. For motion pictures produced without the involvement of a motion picture production enterprise, the ROC applicant listed in the relevant screening license shall submit the application to the GIO within 30 days of winning an award. Applications submitted after the deadline, or those submitted with incomplete supporting documents followed by a failure to submit all the relevant documents within a specified period of time after being notified once by the GIO, shall be rejected. The following documents shall be submitted along with applications:<BR>（1） The documents listed in Subparagraphs 1 through 4 of the preceding paragraph and<BR>（2） A photocopy of both sides of the applicant’s ROC identification card and a photocopy of the award winner’s ROC motion picture industry worker registration certificate.
<P><BR>9. ROC motion picture enterprises and directors that win awards listed in Article 3, Paragraph 1, Subparagraphs 1 and 2 may apply to the GIO for funding to produce their next domestically produced motion picture. Application deadlines, items eligible for funding and amounts of available funding are as follows:<BR>（1） ROC motion picture enterprises and directors that win awards listed in Article 3, Paragraph 1, Subparagraph 1 may submit a joint production proposal for their next domestically produced motion picture, and apply to the GIO for funding for the proposed film production within two years of being awarded a cash prize by the GIO. For each production proposal reviewed and accepted by the GIO, the GIO will cover 50 percent of the production budget stated in the proposal up to a maximum of NT$80 million.<BR>（2） ROC motion picture enterprises or directors that win awards listed in Article 3, Paragraph 1, Subparagraph 1 may submit production proposals individually for their next domestically produced motion picture, and apply to the GIO for funding for the proposed film production within two years of being awarded a cash prize by the GIO. For each production proposal reviewed and accepted by the GIO, the GIO will cover 50 percent of the production budget stated in the proposal up to a maximum of NT$40 million.<BR>（3） ROC directors awarded cash prizes listed in Article 3, Paragraph 1, Subparagraph 2 may submit production proposals individually for their next domestically produced motion picture, and apply to the GIO for funding for the proposed film production within two years of being awarded a cash prize by the GIO. For each production proposal reviewed and accepted by the GIO, the GIO will cover 50 percent of the production budget stated in the proposal up to a maximum of NT$20 million.<BR><BR><BR>In the event that two or more people share an award listed in Article 3, Paragraph 1, Subparagraphs 1 and 2, the GIO shall cover 50 percent of the production budget stated in each prize winner’s production proposal submitted in application for funding as listed in Subparagraphs 2 and 3 of the preceding paragraph, with the maximum amount of funding being half of that stated in the relevant subparagraph.
<P>10. Applications for funding in accordance with the preceding article shall be submitted to the GIO by the award-winning motion picture production enterprise and director within the specified period of time. Applications submitted after the deadline, or those submitted with incomplete supporting documents followed by a failure to submit all the relevant documents within a specified period of time after being notified once by the GIO, shall be rejected. The following documents shall be submitted along with applications:<BR>（1） An application form;<BR>（2） A photocopy of a statement certifying that the GIO has awarded the applicant a cash prize for one of the awards listed in Article 3, Paragraph 1, Subparagraphs 1 and 2;<BR>（3） A production proposal for the motion picture that is to be produced domestically (including details on the film title, script, producer, director, cast and crew members, production costs, financing plan, shooting schedule, marketing plan, investment return plan and the previous two years’ financial statements of the production enterprise); and<BR>（4） If the applicant is an ROC director, a photocopy of a notarized agreement by an ROC motion picture production enterprise to produce the motion picture referred to in the preceding subparagraph shall be submitted.<BR>ROC motion picture production enterprises and directors granted funding listed in the preceding article shall not transfer their funded production proposals to other motion picture enterprises for production by the latter. They may, however, co-produce the proposed motion picture with other ROC production enterprises if such cooperation is agreed to by the GIO in writing.
<P><BR>11. For domestically produced motion pictures selected by the GIO to participate in the Academy Awards, the relevant motion picture production enterprise may, before the shortlist is announced, apply to the GIO for funding for editing of subtitles, translation of the dialogue into foreign languages, subtitle production, film development and printing, shipping and customs clearance, promotional material production and public-relations expenses that would be incurred prior to the announcement. Applications shall be accompanied by a film festival participation plan and an expense budget. The amount of funding to be granted shall not exceed 50 percent of the expense budget up to a maximum of NT$1.5 million.<BR><BR><BR>For domestically produced motion pictures shortlisted in international film festivals belonging to Groups A through D or in other international film festivals that represent the ROC either independently or through selection by the GIO, the relevant ROC motion picture production enterprise shall apply to the GIO for funding for editing of subtitles, translation of the dialogue into foreign languages, subtitle production, film development and printing, shipping and customs clearance, promotional material production and public-relations expenses. Applications shall be accompanied by a film festival participation achievement report and proof of the expenses to be reimbursed. For motion pictures produced without the involvement of a motion picture production enterprise, the ROC applicant listed in the relevant screening license shall submit the applications. However, applicants that have received funding for editing of subtitles, translation of the dialogue into foreign languages and subtitle production in accordance with the preceding paragraph shall not again apply for funding for said expenses.<BR><BR><BR>The amount of funding referred to in the preceding paragraph is listed in Table I. Applications for funding in accordance with the preceding paragraph shall be submitted within 30 days of the relevant film festival’s conclusion.<BR>Applications submitted after the deadline prescribed in Paragraphs 1 and 3, or those submitted with incomplete supporting documents followed by a failure to submit all the relevant documents within a specified period of time after being notified once by the GIO, shall be rejected.<BR><BR><BR>Upon receiving funding as referred to in Paragraphs 1 and 2, recipients shall provide the GIO with one copy of the relevant motion picture for archiving.<BR>Recipients failing to fulfill the obligation mentioned in the preceding paragraph shall have their funding approval revoked by the GIO.
<P><BR>12. For domestically produced motion pictures shortlisted in international film festivals belonging to Groups A through D or in other international film festivals that represent the ROC (Taiwan) either independently or through selection by the GIO, the relevant motion picture production enterprise shall apply to the GIO within 30 days of the film festival’s conclusion for funding to help cover the costs of flights, meals and accommodation for the producers, scriptwriters, directors, and actors and actresses of the participating film. For motion pictures produced without the involvement of a motion picture production enterprise, the ROC applicant listed in the relevant screening license shall submit the application. A film festival participation achievement report and proof of the expenses to be reimbursed shall be submitted along with applications.<BR><BR><BR>The amount of the funding referred to in the preceding paragraph is listed in Table II.<BR>Applications submitted after the deadline prescribed in Paragraph 1, or those submitted with incomplete supporting documents followed by a failure to submit all the relevant documents within a specified period of time after being notified once by the GIO, shall be rejected.
<P><BR>13. With the exception of cash prizes listed in Article 3, Paragraph 1, Subparagraphs 1 and 2, the maximum amount of cash prizes awarded per year to a single enterprise producing multiple award-winning motion pictures shall be NT$6 million. The maximum amount of cash prizes awarded per year to a single award-winning motion picture shall be NT$5 million. The maximum amount of cash prizes per year awarded to an individual working on an award-winning motion picture shall be NT$3 million.
<P>14. The GIO shall answer any queries and have the final say on any unresolved issues arising from these Directions.<BR>NB: This is a translation of the Chinese text of the Directions. In the event of discrepancy between the Chinese and English versions, the Chinese text shall prevail.<BR></P></div>
